Purpose of Classification: 

The purpose of this classification is to respond to requests for locating CCWA utility lines and services. 

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Responds to requests made to the CCWA to locate water and sewer lines: receives and assesses locate tickets; determines which tickets require a site visit and which tickets are not in conflict; enters locate response code on ticket in software; and maintains a log of responses to requests and actions taken. 

Locates utility lines: travels to site: reads maps; locates depth and length of lines; marks locations of utility lines; takes photos; prepares and updates field drawings of lines; coordinates with the Engineering staff to update mapping; and checks sewer manholes blockages. 

Investigates damage to utility lines due to excavation: takes photos, makes drawings and provides other detailed documentation of work site, lines and markings, extent of damage, etc.; analyzes information and makes recommendation regarding liability of damage; and prepares and submits related documentation and reports. 

Organizes and coordinates large project and design locates: coordinates with the Engineering Department in verifying line sizes/locations for projects. 

Locates private utilities inside water production and wastewater plants. 

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. 

Operates a personal computer to enter, retrieve, review or modify data, utilizing database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. 

Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments.  

Communicates with supervisor, other CCWA employees, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. 

Additional Functions: 

This position may require on call assignments. 

Performs other related duties as required. 

Minimum Qualifications: 

High school diploma or GED required; supplemented by one year of experience in construction and maintenance of water utility systems, utility locating, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. This is considered a Safety Sensitive position. 

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.  

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position. 

ADA Compliance:  

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of heavy weight (50-100 pounds). 

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally. 

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, rain, fumes, temperature and noise extremes, confined spaces, machinery, vibrations, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, or rude/irate customers.
